We feel sure that if the Secretary of State were made acquainted with the real facts he would in justice to ourselves be prepared to reconsider the instruction which we understand ho has given, and we would therefore ask you to be good enough to forward to the Secretary of State a copy of this letter, together with a copy of the latter addressed to us by Mr. Harris

in preef of the statements made by us in this letter so far as

concerns the attitude of the Viceroy at Canten.
